Noureen was born in New York City on 28 February 1984. Her interest to become an actress was never a thing. When she studied at the School of the Arts of Boston University, Noureen began to establish the basis of an enviable career. Following graduation, Noureen began to apply for different roles. She then got a role in the lead role of the 2005 film West Bank Story. West Bank Story premiered at the 2005 Sundance Film Festival and was additionally screened at festivals across the globe. Additionally, it was awarded an Oscar for Best Live Action Short Film at the 2007 79th Academy Awards and paved the way to Noureen DeWulf's subsequent successes.
